Papers concerning Andrews' federal appointment as a railroad commissioner for examining a 25-mile stretch of road constructed by the Northern Pacific Railroad on the Missoula Division of the company's line in Montana Territory; including Andrews' actual commission signed by President Chester Arthur, July 12, 1883 and orders given to Andrews and his fellow commissioners by the Secretary of the Interior, July 13, 1883.
